ST. PETERSBURG, Tuesday — On February 6 a particular fee can be opened beneath M. Kovalefsky, director of the Board of commerce, to debate the essential query of introducing a common Russian Customs tariff for international imports into Siberia by the northern sea route, which have hitherto been carried solely in British ships. M. Kovalefsky has telegraphed to numerous municipal authorities of Siberian cities to ship delegates.
